It sounds to me like the officer unneccessarily punched in the person's window, started tasing them, then refused to let go as the person instinctively fled from an attacker as almost all organisms inevitably will.

I suspect this is yet another violent thug who never had the temperment to do the job honestly. The first time he freaked the fuck out and got himself hurt, the second time he murdered an innocent woman in cold blood.
