I get the first point. I want to upgrade but I don't need too lol But with second point. I've only ever bought second hand GPU's and never had an issue. You can tell the condition of the card by looking at it or if someone is a smoker (you can smell it just by holding it) CPU's I buy second hand and also RAM if it can be proven to pass tests. SSD and HDD also too if tests can be proven. Rest I always buy new.
