It's obvious what's going on here. The majority of Republican leaders, along with a few democrats, are actually aliens from a warmer planet. They're here to prepare Earth for the arrival of their civilization, who has already fled their dying world. They're expecting their arrival in the near future.

The aliens that are already here have infiltrated government, traditional media, and social media organizations around the world and are working to ensure we ignore the science and continue dumping CO2 into the atmosphere. If everything continues "business as usual," then our planet will be nearing perfection by their deadline.

One of the feasible ways we could cool our planet down is by using airplanes to spray aerosolized sulfates into the stratosphere. We've already been accidentally doing this by burning certain fuels. When "we" recently agreed to stop using such fuels, warming accelerated. Some human scientists have noticed this and believe it would be possible to spray the sulfates in the stratosphere where they would be more effective at cooling the planet and less environmentally damaging than emitting from the ground.

That is why they're making a preemptive attack on chemtrails, although there is some internal disagreement among the aliens about whether this is the best course of action. One faction believes it is more straightforward to accelerate warming now, hence outlawing sulfate containing fuels and preemptively banning chemtrails. The other faction reasons it would be more disruptive to actually allow chemtrails for cooling purposes. Their thinking is that they could continue to prevent humans from cutting emissions, but allow the humans to artificially cool the planet. The level of CO2 would continue to increase, and then, for spurious economic or geopolitical reasons, the flights would be stopped and therefore the cooling mask pulled off, resulting in a sudden temperature increase. This could be more disruptive than the straightforward plan since it would be more chaotic.
