Ah got it. I though it was an American invention but looks like it was actually British.

Yep, still resonates with my opinion that only empires close to its peak can impose that kind of world view. Imagine being a colony of such an empire in the last century, or a neo-colony subject to economic pressure and CIA de-estabilization of your government in the 20th and 21st centuries, and it's easy to think those are self serving ideas imposed on everyone.
