Kirk wasn't killed for "just talking" anymore than the guy who pierced Trump's ear was killed for climbing a roof. He was killed because it was the only way to stop Kirk from endangering more people.
But also state will use any level of violence necessary to neutralize threats to the system, up to and including assassinations, see the civil rights movement.
You can't just attribute some unhinged shit some rando said to anybody you don't like, that's not how that works.
