It isn't a country but "anarcho capitalism" which isn't anarchist in any meaningful way but an oxymoron

Anarchy capitalism is what people think anarchists mean when they say they don't want a government.

and hell the word libertarian only was created because it became illegal to print anarchist literature in France in the 19th century.
