The ones I work on have cameras in the driving portion, facing forwards and back. They specifically do not record audio because that's going to be a load of hipaa violations, but because they are monitoring a public street to the front, and can't really see the patient area of the back (even with the little window there for the driver/back-fella to talk to each other, the camera is basically seeing just the captain's seat), no one seems to care. So unless the dipshits are doing this while in front of the ambulance, it wouldn't see anything.
According to the article, the dipshits were, in fact, doing this while in front of the ambulance.
