You've gotta remember, he's not just a war criminal, he's also a boring domestic criminal. Keeping the genocide going is what's keeping him in power, and being in power is what's protecting him from prosecution for his crimes domestically.

Nothing screams "legitimate democracy" like allowing a criminal to commit international crimes, to delay their prosecution for domestic crimes.

He knows he is. He also knows as soon as he's out of power he's up on charges domestically and internationally.
