Revealing something meant to be serious, as also being ridiculous is like one of the main answers to the question of how comedy works...

There wasn’t really a viable alternative. The Conservatives were also intending to put something like this in place.
Wasn't it the tories who passed this act and then labor who just pushed ahead hard with it when they got voted in?
It's funny BECAUSE it shows how stupid they are... this is almost toddler-level comedy basics. It's stupid, disturbing and fucked up, but also funny. Funny doesn't mean it can't be anything else, it's not an exclusive thing. Many things that are bad, wrong, disturbing etc. are also funny.
