You know what has this feature without providing an online-service with any of your data? RSS feed.
I also wrote a plugin for the KDE Comicreader Plasmoid, which also stores the position and one can have all supported comics on the desktop (or a panel or where ever you can put widgets). Though I would not necessarily recommend the Plasmoid to everyone as it has its own issues and I'm quite the patient user.
An RSS feed doesn't make any money for comic artists.
