It's from the Doctor Who episode "Love & Monsters" (Season 2 Episode 10). And believe me when I say: it's not the wildest thing in the episode.
If you really want the context:

The show itself revolves around a time-traveling alien (the Doctor) who always saves the day, but this episode is told from the perspective of someone who saw the Doctor a couple times, and noticed that he must be time travelling. He finds others who also saw the Doctor, and they build a small club, though it basically becomes a social club. Suddenly there's a "rich guy" who joins the club and makes them "focus on their task", researching the Doctor. The rich guy is actually the alien in the picture. Whenever someone thinks about leaving the club, the Abzorbaloff touches them and absorbs them, only their faces remain on him.The episode ends with the girlfriend of the main guy getting turned into a blowjob slab. Literally.
