Adding environmental concerns to city building, stuff like animals and plants also having needs that you can try to take care of, is usually something that will fascinate me and get me to click. Steam reviews seem positive, hope this goes well!

There is also Transport Fever 2, while it is not a city builder and it doesn't have animal/planet need per se, it does have ecological impact as part of the macro strategy.
