It is a ridiculous premise that most people are highly motivated to vote at all. Certainly, passports are a high income trait, and birth certificate preservation, a stable organized family trait. The real GOP bias is allowing drivers licenses as sufficient ID. Rural people need them. Urban, not so much.

In an ideal world, voting should not be such a hassle that it requires motivation. The system in the U.S. is fundamentally broken, and has been for awhile.
