I know the number today is just one number among many, but hasn't tank numbers gone down slowly and steadily?

Yes they have.
Tank numbers are way lower now than about a year ago, where 15-20 was the norm for months.
Russia has simply run out of the enormous stock they had from the Soviet era. The remaining tanks are few and way harder to make operational. And allegedly they can only make 50 new ones per month now. In part because they can't make enough artillery/tank barrels.

They compensate somewhat by importing North Korean shit, and cannibalizing every piece of old equipment they can.
