She teases him in every interaction they have. "Bullying" might be a bit of an overstatement, but she's in the same vein as Nagatoro and Uzaki is what I'm trying to say (and I've often seen people who are horny about that kind of archetype call it bullying).

My interpretation is that she is just clumsily flirting. Nagatoro I agree 100% with you, but here I don't get even a whiff.

You've nailed it. At worst, it's a mild teasing, unlike Nagatoro, which is closer to straight up bullying.
