Sure, but you'd have to be able to outspend Exxonmobile, the NRA, "big tech", health insurance companies and whatever Musk is. Meanwhile you have to maintain solidarity in your collective while somehow staying solvent.
In theory, absolutely. But some politicians are on record accepting a couple thousand and then voting for the giant corporation's written legislation. Maybe we could crowd-source an amount they'd consider with it to change positions...? But others *cough* Trump administration *cough* aren't looking to win another election. Their corruption is now about control.
