It's even a bad image for their intended purpose, because it evokes empathy for the person crying in handcuffs.
I guess since the person making it and the philistine machine that produced it both have no understanding of empathy nor art, that was lost on the generators of this image.
For them, crying is a mark of their weakness and hypocrisy. It's laughable to them and adds to their sadistic joy.
