Historical figures can have a little conflict

as a treat

It's when they get so bad about it that their own contemporaries are disgusted by their behavior that "by the standards of their time" no longer applies.

tbh the population had conflict in of itself, so like participating in it is... explaiable. It becomes worse when you show up and round them all up.
