It's quite a well made European (militaristic) propaganda video with a catchy tune and proper lyrics too.

There is no difference, besides that name is used when talking about the racist policies keeping the brown people out.
You know Frontex shooting at refugee boats and letting them drown in the Mediteranian, nicely out of sight and definitely out of the news.
