The article sounds like the issue is mostly that otherwise unconnected people are throwing a fit over a present that was maybe thoughtless but wasn't given with a bad intention.

A certain level of officials in Russia kinda has to make this sort of proofs of their work. I don't think it's a law or anything like that, but it's a strong cultural thing. Similar to how companies can send employees to "volunteer" with something, expecting them to make photos with brands visible and stuff.

It's all PR work. Ever more important when your party is busy doing everything it can to ruin the country further.
