Testing Gender and Transrelated Medicine is not "Making Mice Transgender".
But yes, the spending was to test a medical treatment, the same way how many medical treatments are tested. He is opposing this specific research for ideological reasons, of course.
Either way the numbskull and his lackies clearly don't understand medical science or the testing/research that is required for any medical treatment before it is applied to humans.
