Honestly you would be hard pressed to find a single populated nation. That has not changed hands by force at some point in history. So you are correct. But courts world wide have to base laws on some provable set point in time.
Unfortunately that only leaves the states that have removed land historically recorded as belonging to others. Able to face potential consequences for the action.
Otherwise (based on my locality) all of England most of Scotland and whales was stolen by the Normans (modern day parts of france). And we need to start DNA testing all brits before they can sell a house.
