I do think America needs better mental healthcare and maybe some licensing requirements on firearms.

I also think those licenses should let me buy any firearm if I pass the qualifications.

But I digress, an armed minority is harder to oppress. If every time the feds try to arrest someone, it turns into fucking wako, they will be more hesitant to harass people.

With the level of police militarisation, I wouldn't be so sure. If police murders a bunch of queer people, it's still a pr disaster and so it's something they want to avoid. But a bunch of queer people with guns in one place is called a compound or even possibly headquarters and they're allowed to deploy tanks and flamebombs against it.
In the escalatory war wins the side that is legally allowed to own tanks and deploy flamethrowing robots. Every time.

A responsive community watch is what's needed, sadly i know personally how much people's bystander effect kicks in if you're not in their tribe.

You're again thinking of a on-the-ground civil war between a community and an oppressive government. That didn't work well in the age of steam trains and single shot rifles, it sure as fuck wouldn't work in the age of satellite tracking and grenade carrying flying drones.
If you have to fight an icetapo agent on the ground, you're already lost, the only way to win is to create the world where icetapo agents are tried in a fair court, and put in jail for their crimes. Admittedly, it's hard to do when agents shooting people on the streets, but well, Americans collectively decided to play this encounter on hardmode by willingly and knowingly electing all of that, so what can you do.

You see Afghanistan and Kurdistan as successful examples? Damn, you're deeply unserious person

As smaller less equipped forces making it untenable for a larger opposing force to maintain occupation? Absolutely. But I wouldn't expect someone to reply in such a snarky manner to argue in good faith.
