No, everybody with a brain blames conservatives. It's just that it literally goes without saying, in the sense that they're a lost cause and so it isn't worth discussing.
Leftists talk about liberals because they're the ones that have the capacity to be persuaded.
Let me put it this way: If someone believes that a person who has voted conservative lacks individual agency then the person making that judgement does not actually hold liberal/leftist values.
They are dividing and othering.
