I don't think this fits on alignment charts. It's using the rules (lawful), but incorrectly, and it's harming a person (evil), but to damage a bad institution (good).
It's knowingly using the rules to inconvenience (not harm) a person in protest of their stupid rules. Sound pretty chaotic good to me.
Report every single house, like pressing all the buttons on an elevator.
