if you count like that, your previous point doesn't stand. In a three lane (1 direction) system you have two passing lanes. Easy. You still return as much to the right (or outside) as possible and sensible under the way you're driving. For example return to middle of you're still cruising faster than the lorries in the rightmost (or outermost) lane.

Which has to comply to a version of the uniform vehicular code if citizens of your country are going to be able to use their extant drivers licenses internationally.
