I honestly can't imagine any us military personnel saying that with a straight face, except when facing public or press.
This line always made me giggle, especially since Hammond knows O'neill's service record, and has definitely seen some of the stuff he did in the 80s in other countries.
Like when he fought that alien in Antarctica?

... Oh wait, did O'Neill fight an alien in Antarctica in that Antarctic gate episode? I cannot remember.

One could argue that. He sat in the chair to control the drones against the Goa'uld/Jaffa.
EDIT: Oh, you are probably referring to an entirely different Antarctica episode. The one in which we are introduced to the concept of the Antarctic gate. No, in that episode, he definitely did not fight an alien.
