Yes perhaps but the only way to legally responsibly gather flowers is if the flower giver has their own garden on their own property. Very rare scenario nowadays.
Well, i do have a pretty nice balcony selection. That said, though, i don't think anyone would care about me pulling some tansies, lupins, daisies, or poppies from a vacant lot. You could do a lot just with grasses too.
Edit: ooh, i forgot clover flowers. Amazingly pretty. Dandelions are lovely too.

If a romantic suitor handed me a bouquet of weeds, how do you think that would affect my perception of him? Again I say if he urgently wants to give me something to show his love for me, he will evaluate my life & my needs & gift me something I actually want & need. THAT is what wins a girl's heart. Not dead plants.
I think in my case, if you judged a gift of hand-selected wildflowers as a bouquet of weeds, I think we both would have established each other's bona fides and we'd be done, so that's kind of a win-win there. :)
