It wasn't as bad as people make it out to be.
The worst part is it came so close to a perfect game as far as replayability. They should have prioritized making the game shorter but more horizontal, widely different ways to complete a few necessary goals between loops.
Just the space swimming to level up powers were a chore, and being able to keep on set of armor and a single weapon could have really helped.
Even if it just made storm outposts like in farcey would have been better.
The whole game just had the vibe that it would have been amazing if executives who knew nothing about game would have kept their mitts off it.
the outpost system basically got made useless when they got rid of the fuel mechanic during production. theres still inklings of that system being around with the amount of helium 3 that is everywhere but has no use
