Wouldn't this put added stress on personnel? To see if they measure up?

Also sounds like he wants soldier bodies to be like machines.

Or is it about some sexuality bias?

The proposal sounds obscene to me.

I agree with eureka and just want to add that drug-funded or drug-spurred wars, large and small, have been around for at least two thousand years. One would like to think that we would be beyond that by now but perhaps not.
