Wouldn't this put added stress on personnel? To see if they measure up?

Also sounds like he wants soldier bodies to be like machines.

Or is it about some sexuality bias?

The proposal sounds obscene to me.

The solution will be steroids, which lead to angry behaviour and allows the soldiers to do heinous, unconscionable acts during their "'roid rage" phase. Addicted soldiers are the most loyal soldiers for the one who feeds them their juice. War. O, discordia!

Military has a long history of hardcore drugs. There is an infamous history of WWII militaries using amphetamines (esp. in Allied militaries) and methamphetamines (in Axis militaries, brand name Pervitin) as performance enhancing drugs. I agree with eureka and just want to add that drug-funded or drug-spurred wars, large and small, have been around for at least two thousand years. One would like to think that we would be beyond that by now but perhaps not.
