Sheepstealer seems more like a case of why you don't go to battle before you've completed basic training. Seems very much what you'd expect from a dragon you only just managed to mount with great difficulty.
I wonder how much Rhaena really knew about "wild dragons". All the other dragons she grew up around bonded quickly with their rider. When Aemond bonded with Vhagar he took right off to the sky. And while she didn't see it, she must have heard of Ulf bonding with a dragon and almost immediately taking off to fly over King's Landing.
Plus she also arrived at Dragonstone to see a battle and made a game time decision.
