Anyone the state doesn't like is a terrorist
Always has been realistically.
The term at least in the US is very skewed in one direction and not the other. Groups that are labelled as terrorist organizations aren't in the US, like the proud boys. I wouldn't even say the state, I would say the wealthy and powerful who feel a group can be useful or not.
