One "Klasse 212" submarine would solve a lot of problems.

Probably easier to just use a small fleet of torpedo speed boats since its way cheaper and esch one can carry 4 torps.

according to the Wikipedia page, only 13 problems could be solved.

A total of 13[35] heavyweight torpedoes of type DM2A4 Seehecht can be carried.

Unfortunately I see a lot more boats than that.

How about a Class VII C u-boat? It has torpedos in five tubes, a 8,8cm deck gun and a 3,7cm aa gun.
