This was a private launch, so the person picking up the check is Jeff Bezos.
Despite the NASA budget being like 0.5% of the federal budget at like $25B, it does have room for improvement. One way they're doing that is giving the upstarts firm fixed price contracts, so NASA's main impact from this will just be the schedule hit. Compare that to programs like SLS and Orion from Boeing and Lockheed, which are perpetually late AND getting annual overruns and bonuses and presents just for scratching their asses.
