Looks like all that construction work distraction was to hide all the medical equipment they needed to bring into the White House.

... So basically he's just doing the Mr. House thing, and building himself a combo fortress/vitality pod, so that he can just remain President for as long as inhumanly possible.

He's building the Emperor's throne from Warhammer 40k.

He read/saw enough of the insane QAnon 'medbed' memes that he's trying to actually build one.
