That assertion becomes less and less hyperbolic with time. It's truly alarming.

I'm left wondering that, if a person lacks any/all creativity whatsoever, is this how they fabricate lies? It might just explain how pathological this behavior is.

I think it's a more of a dual purpose, attack and defensive measure. I relate it to the childish "I know what you are but what am I?" when you're called a name.

They make the accusations first because they don't care about truth, and then when the truth finally comes out that they were the people actually doing the thing it makes it easier for them to get their supporters to brush it off as the opposition just saying "no, you!"
