TBF one comes out of a store owner's profits, the other from the city budget
It’s such a bullshit excuse to be a shitty person. As if making the cart corral person’s life a little easier would suddenly rob them of job duties, thus leading to a collapse of cart corral wranglers. “If I flush my shit down the toilet, then there won’t be any more janitors!”
