He's obsessed with the delusion that only he can make deals. Only the best deals, the likes of which no one has seen before. Strong deals. 'Uge. Bigly deals.
I am reminded of the quote that "a clown with a flamethrower still has a flamethrower".
It's not a delusion, it's sophistry so he can steal more money. Everything he does is a way to generate bribes and ways to siphon money. He says whatever nonsense he doesn't care if it doesn't make any sense, what matters is he walks out of the press conference and starts planning how he's gonna steal more money.
