ok, so 7.5-something billion for what exactly? don't consumers typically pay for fuel? is this purely in infrastructure?

The article says it is to build the infrastructure to store the fuel and fertiliser. I would guess that includes to cost to stock it as well. Then the consumers/industry/farmers would still buy at the going rate. This makes sure there is something for them to buy when the mad men in charge of the world decide to have a spat.
