You wrote a fucking wall of rambling text that I really can't say I read all of but you seem to not know that the police started as slave catchers. They have never existed as protecting the people from anything. They enforce the order that benefits the elites the most. If the order of society were not benefiting the elites, they would use police and laws to change the order through force.
Police have never responded to, obeyed, or even acknowledged the desires of the populace. They are wholly an arm of the elites and not redeemable in any capacity.
Thats interesting, I read quite some history on governments. I must admit that I mostly focused on Europe and Asia, since that were the places that were of most interest to me.
In these texts it was from the militia it usually evolved into guards (not a quote)
Although it does seem quite logical for the first policeesque system to be mostly for catching slaves, I do think(mostly guess) that most if not all slave holding societies already had a government system and with that guards.
In any way, if you would have some literature for me about that, do share it please!
