Are you kidding? That's literally one of the most famous volunteer task. There's more than half a million volunteer water rescue personnel in Germany alone. Granted, they're not only life guarding, but that's a big part of what they do. Not at pools (those are usually run for profit, so they can and should pay personnel for that) but at lakes and the sea.
