Only in Mississauga I find this disgusting behaviour.
Why are people just openly littering. It never used to be like this. What happened ?

This seems like manager didn't want to pay for another worker to monitor outside garbage bins at the order station like most of our places have, so now the manager is forced to have a person cleanup each shift. If this was just a littering thing then people are shit, but I think it could be a retaliatory behaviour if Tims removed the trashbin in the drive through
