It sounds like it's running as an automatic service. Try going into Services (search in start menu) and looking for a Tailscale service. You can set it to Manual instead of Automatic or disable it entirely.

Edit: can't figure out how to spoiler properly. If you complete LV (green secret area) it gives you an extra heart.
