During the wedding ceremony, I agree it would be rude to be texting (unless it's an emergency and I would step outside). But the wedding reception seems more casual and I wouldn't feel bad glancing at my phone every now and then. It would be rude to be on your phone during the whole reception though. It makes it look like you're not having fun there.

it is a historical landmark building, you cannot just start doing shit to them without going through the proper channels.
it is in the city of Washington DC, and they need to be included in the process.
they have not provided plans, something needed for literally any construction project.
they are not even bothering to shield the site, so anyone from any intelligence agency from any country can watch.
