The US has informed Russia of suspected upcoming terrorist attacks, under a “duty to warn” policy. Iran, too. Whether that information was sufficient or useful, we have only the State Department’s word, but it is still worth noting.

I imagine they think the military occupation required will solve the problem.
Is it necessary? No, not really.
