But you don't understand! The Wraeththu are just better than us, so they know how to make things that look weak from the point of view of a dumb, inferior human, but they're actually even better than katanas, which we all know to be the pinnacle of human weaponsmithing!

Cities Without Number's paid version has what is very clearly "Shadowrun without the Shadowrun rules." I haven't tried much of the system, and none with the magic stuff, but it might be pretty good?

For those unfamiliar, the Shirren are a race from Starfinder who recently escaped from a hivemind, and are now addicted to choice.

I particularly enjoy the Himedere approach, but only because it makes their victory at the end that much more satisfying if I do it right.
