Even if he did say it before the election, terrorists wait till the last minute to release the hostages in order to get as many concessions as possible before the deadline they were given. The Iran hostage crisis played out in a very similar manner. Jimmy Carter also tried to get the hostages back for a year with no success. It wasn't until Reagan was coming into office that the hostages were released.
