Hier die grundsätzlichen Regeln für modernes Tetris (vorsicht, Angelsächsisch):

A piece has 0.5 seconds after landing on the stack before it locks down; [...] With infinity, rotating or moving the piece will reset this timer. With move reset, this is limited to 15 moves/rotations.

Bei modernem Tetris bleibt das aktuelle Tetromino eine Weile aktiv bevor es beim Aufsetzen gesperrt wird, mit Rotationen kann man das ganze zusätzlich herauszögern.
Ergo, kann es durchaus sinnvoll sein das Quadrat zu drehen um so Zeit zu gewinnen das Teil noch weiter bewegen zu können oder sich den nächsten Zug zu überlegen.

I don't follow what Max getting ahead of Oscar has anything to do with Max's number choice.
AFAIU, Max always wanted to use the number 3, but couldn't because Riciardo already took it. That's why he went with 33 instead.
And because FIA now allows for a driver to change their number now (if the number is eligible), its only logical for Max to go with the number he wanted in the first place, because RIC has ceded his 3.
