I don’t see how there can be anything other than a ban, either lifetime or a couple of years, which in this case is probably about the same since he’s 28.
This is more than just cheating. He took a card signed (i.e certified) by a fellow competitor, altered the score, lied when confronted, and finally admits it when further corroborated by the walking scorer.
